organizers are calling a ''historic dialogue with Cuba,'' 31 scholars,
professionals and musicians from the island nation will arrive in
the Bay Area next week for a three-day conference at UC-Berkeley.
The visiting delegation is touted as the largest delegation the
State Department has approved since Fidel Castro came to power nearly
40 years ago, although the visas of 13 of the Cubans still had not
